The Nimby Syndrome: Is it Inevitable?

The not-in-my-backyard (NIMBY) attitude has been accepted as the chief villain in problems of siting a nuclear waste repository. Yet many state governments initially looked with favor upon such a project, only to despair of the manner in which planning for the project has been implemented. There are numerous examples of governors whose initial willingness to remain open to the nuclear waste program turned to opposition in response to program implementation errors.
