Community Response to Flood Warnings: The Case of an Evacuation from Grafton, March 2001

The Commonwealth Bureau of Meterology issued a flood warning before the Grafton Floods in March 2001 predicting the severe flood from Clarence River which was ignored by the ninety per cent of the community. The flood warnings failed because some people were not at risk averse hence they understood the warnings but ignored, many other people were unaware that evacuation warnings were issued and many others sought confirmation of the flood threat from other people.
