Possible models of county sea port management in the Republic of Croatia

The State can either encourage or slow down the development of the port system, by applying appropriate measures and programmes, thus consequently causing faster or slower integration of the Country in global traffic and economic trends. One such measure is represented by the establishment of county port authorities, which create economic, legal and theoretical prerequisites for the development of county and national ports systems, as well as the development of individual ports within the system. Certain shortcomings are indicated by the results of research concerning the operation of county port authorities in the Republic of Croatia. In order to eliminate the detected shortcomings and to improve the management, this paper presents different organizational solutions for the county sea ports management in the Republic of Croatia using the example of PG (Primorsko-goranska) county. In particular, this paper deals with the analysis of organizational, economic and theoretical features of each particular management model herein presented, aiming at detecting both their advantages and shortcomings. Original models of the county sea ports management proposed, identification of all relevant model elements, and measures and activities proposed for the solution of matters concerning the importance, development and efficient operation of county sea ports, are all evidence of the scientific contributions of this paper.
