방재력 관점의 법률 분석을 통한 도시방재력 강화방안

The aim of this study is to propose strategies for strengthening urban resilience through a legal analysis. The authors adopted the snowball sampling technique to extract 154 laws, 90 laws of which are from 16 governmental departments and include provisions related to disasters and safety. 90 laws were analyzed in terms of 5Rs(Robustness, Redundancy, Rapidity, Resourcefulness and Regional competence) from the viewpoint of resilience. The results show that 497 legal provisions, first, were in operation but those related to Redundancy were relatively weak. Second, various disaster risk zones were covered disorderly by different laws. Third, each of the laws includes a number of provisions related to disaster prevention for its own purpose, but organic links between laws were fragmented. It is required to integrate each of the laws with urban management planning and set up a cooperative system among governmental departments to strengthen the legal effect.
