Windmills below the sea

Abstract Elegant high-technology ‘windmills’ might be an established part of the landscape and also the seascape - above the surface anyway. But under the sea? That might, to some, still seem a distant concept. Not, however, for Peter Fraenkel, who is the technical director of Marine Current Turbines Ltd (MCT), which is busy turning this vision into reality. George Marsh reports.
