Characteristics of German and American Education Teaching Quality Evaluation and the Implications for Higher Vocational Education in China

German external quality evaluation system in vocational education and the characteristics of American teaching quality evaluation index system in colleges and universities are analyzed in this paper from both inside and outside aspects. Then it puts forward "three shift, one play" guideline to realize the objective of evaluation: shift from summative assessment to oriented assessment; shift from evaluation group to evaluation team in terms of evaluation subject; shift to mining characteristics of higher vocational colleges concerning evaluation standard; and a full play of different evaluation methods. This paper also suggests "four focuses on" enlightenments such as the combination of universality and individuality; the change from classroom assessment to the whole teaching process assessment; focus on teachers' performance shifting to the students'; and the evaluation descriptions acceptable by the teachers and students.
