The invention relates to a wave energy hydraulic pump with water tanks. The wave energy hydraulic pump with the water tanks comprises wave energy collecting floaters, hydraulic devices, seawater preprocessing devices, high-pressure seawater postprocessing devices and the water tanks. A rib plate is arranged above the water tank inside every wave energy collecting floater in a radial direction. Every hydraulic device comprises a hydraulic cylinder, the rear end of the hydraulic cylinder is provided with a water inlet and a water outlet, and after penetrating the front end of the wave energy collecting floater, a piston connection rod inserted inside the cylinder body is hinged with the rear end of a previous wave energy collecting floater. Every seawater preprocessing device comprises a filter, an ultrafilter and a buffer, and the output end of the seawater preprocessing device is connected with the water inlet of the corresponding hydraulic cylinder through a one-way valve. Every high-pressure seawater postprocessing device comprises an air cushion type surge chamber and a pressure control valve, and the output end of the high-pressure seawater postprocessing device is the output terminal of the wave energy hydraulic pump with the water tanks. Every water tank comprises a sheet which is arranged on the inner side wall of the top of the water tank and used for preventing water from spilling, the longitudinal center of the water tank is provided with a separation plate, each of the two sides of the separation plate is provided with a perforated damping plate, and each of the perforated damping plate is connected with a control turntable at the bottom of the outer wall of the wave energy collecting floater through a vertical rotation shaft which penetrates the bottom of the water tank.
