Investigation of Small-Consequence Undesirable Events in Terms of Railway Risk Assessment

Managing the risks in a railway transport company is related to many challenges. This is influenced by the characteristics of the transport process itself, which is carried out in a complex system. The transportation system consists of a very large number of elements and interactions between them. This situation makes, that it is impossible to diagnose all events, states and relations that occur during the transport process. In the case of rail transport, legal provisions are also an important obstacle. Directive 2004/49/EC - Railway Safety Directive, imposed by European Parliament, classifies the events, which are assessed in risk analysis. This classification significantly determines the form of historical data reporting. It is also focused on improving the transport system (macro scale) and not transport processes on the organisational level of the company (micro scale). In the article authors focus on the issues connected with risk analysis in rail transport processes performance. The aim of the article is to present a multi-criteria risk analysis for events that are classified as railway incidents. The presented approach to risk analysis is dedicated to improving transport processes, which are provided by the railway operator.
