INTEGRATED SAFETY POLICIES: PLANNING, MANAGEMENT, AND MONITORING . COMPENDIUM OF PAPERS. SECOND AFRICAN ROAD SAFETY CONGRESS, ADDIS ABABA, OCTOBER 16-20, 1989. JOINT ECONOMIC COMMISSION FOR AFRICA AND OECD CONGRESS

This paper advocates the integration of safety policies in order to produce an efficient accident prevention administrative body. The reasons for so doing are: (a) accidents are almost always caused by more than one factor, and therefore an accident prevention programme will require the cooperation of people from more than one discipline; (b) road accident prevention is only one of the many preoccupations of government, be it local or national, and many different organizations are involved. Without a central policy-making body the administration involved to obtain concensus between these various bodies would be time consuming. The need for adequate planning, management and monitoring of safety projects is also advocated, and a summary of the structures necessary to perform integrated safety management is presented. An example of an accident prevention programme in Niger is described briefly. (Author/TRRL)
