Development of a model to measure the efficiency of outsourced companies in the process of aircraft spare parts technical publications

ABSTRACT This paper presents a proposal of a model to measure the efficiency of outsourced companies in the aeronautical industry applying the methods DEA and AHP. It also proposes an evaluation in the relation between the variables of the process and the value obtained for the effiiency. The criteria of Quality, Time and Cost were considered the outputs of the process, and those criteria were quantified by AHP for DEA matrix.The number of technical documents received by those outsorced companies were considered the input of the process. The other purpose is to separate the companies in groups considered able to receive an investment to improve their process. KEYWORDS: Aeronautical Industry, Efficiency, Outsourcing, DEA, AHP. RESUMO Este artigo apresenta uma proposta de um modelo para medir a eficiencia de empresas terceirizadas na industria aeronautica aplicando-se os metodos DEA e AHP. Tambem propoe uma avaliacao na relacao entre as variaveis do processo e os valores de eficiencia obtidos . Os criterios da Qualidade, do Prazo e do Custo foram considerados os outputs do processo e os mesmos foram quantificados pelo AHP para a matriz DEA. O numero de documentos tecnicos recebidos pelas empresas terceirizadas foram considerados como os inputs do processo. INTRODUCTION Outsourcing is an updating subject in many companies nowadays and it has become an option to reduce costs and to improve the productivity in the production process. The decision for outsourcing is often made in the interest of lowering firm costs, redirecting or conserving energy directed at the competencies of a particular business, or to make more efficient use of worldwide labour, capital, technology and resources. It is necessary to develop a process to control the activities that will be outsourced. An evaluation of the productivity and efficiency of these companies becomes necessary to get the results reached by each company and with these data take some management decisions related to the outsourcing process and its costs. To evaluate this efficiency value some criteria need to be considered by the decision-maker once the objective of this study is to estimate the efficiency of outsourced companies based on the decision-maker’s judgments and then develops priorities for the alternatives. In this paper an integrated application of DEA and AHP will be made to determine the efficiency of outsourced companies in the aerospace industry. An evaluation in the relation between the variables of the process and the value obtained for the effiiency will be done in order to separate the companies in groups that can be able to receive an investment to improve their process.
