ABSTRACT This study was motivated by the low activity 1V grade students in elementary school 10 V Koto Kampung In Padang Pariaman. The purpose of this study is to describe the increase in activity Discussion of 1V grade students in learning civics through Model Index Card Match at SDN 10 V Koto Kampung Dalam and describing student activity concludes. This type of research is classroom action research (PTK) is conducted in two cycles. The subjects were 1V grade students of SD Negeri 10 V Koto Kampung In as many as 15 people. The instrument used teacher observation sheet activities, student activity observation sheet, and final test cycle. Results of the average percentage score of students' learning activities in the first cycle to cycle to the second is a discussion activity indicator increased from 64.28% to 71.42% and concluding activity indicator increased from 64.28% to 71.42%. The average result of learning form the final test cycles increased from 74.23 in the first cycle, and increased 79.64 on the second cycle. From the above results concluded that learning civics through Model Index Card Match can increase the activity of the fourth grade students at SDN 10 V Koto KampungDalam.
