Commercial Residential Telephone Lists: Their Characteristics and Uses in Survey Design

The use of a commercial file of listed residential telephone numbers can improve the efficiency of samples drawn for telephone surveys. The extent of this improvement depends, however, upon characteristics of the file that are usually not available to the user. This paper addresses the problem by examining the characteristics of commercial files both at the national level and for particular localities that vary by size and geography.
