AVERTING THE "TRAGEDY OF THE COMMONS": AN INSTITUTIONAL PERSPECTIVE ON THE CONSTRUCTION AND GOVERNANCE OF TRANSNATIONAL COMMONS.

We analyze why and how numerous actors build institutions for the collective governance of transnational commons, where no overarching authority can induce collaboration. We argue that commons are socially constructed. Institutional conveners deploy various mobilization strategies to build institutions in transnational commons fields, thus averting the "tragedy of the commons."
