LA Express Park™ - Curbing Downtown Congestion through Intelligent Parking Management

The City of Los Angeles Department of Transportation (LADOT) reported to the 18th ITS World Congress on the progress it had made in introducing intelligent parking management (IPM) throughout the City. This paper reports on the early results from downtown LA Express Park™, a complete intelligent transportation system (ITS) parking management system that began operations in June 2012. As part of the $210.6 million Los Angeles Region Congestion Reduction Demonstration Initiative, LA Express Park™ will operate as a demonstration project for at least one year. LADOT anticipates LA Express Park™ will relieve traffic congestion, reduce air pollution, and improve transit efficiency by applying the principles of demand-based parking pricing to develop operational policies. LA Express Park™ will employ vehicle sensors and a real-time parking guidance system to optimize the utilization of public on- and off-street parking in the downtown Los Angeles Area.
