The present invention relates to handcuffs handcuffed on wrists to prevent criminals from absconding from a process transporting or arresting the criminals and to enable managers to effectively manage the criminals by installing an electronic tag and a GPS module for checking the location of the criminals in the handcuffs. The present invention comprises an apparatus for holding the criminals or the handcuffs; an electronic tag transmission unit for generating alarm when a reception unit is separated from the electronic tag transmission unit; and the GPS module including a wireless module.
