The method comprises the following steps of: determining whether the current bearing constructed by first bearing means meets the service requirements; dispatching a policy for canceling the current bearing constructed by the first bearing means to reconstruct the bearing by second bearing means, when the current bearing construction means can not meet the service requirements. By using the method, the fact that the bearing meets the service requirements or not is determined in advance, and the bearing is reconstructed when the bearing can not meet the requirements. The instance that in the prior art, the fact that the bearing can not meet the requirements is found after the signaling negotiation is succeeded is avoided, thereby improving the user experience in a conversation and saving the system resources.
