This paper presents some of the initial evaluation results for the Speed Camera Program. The detailed evaluation framework established prior to the introduction of speed cameras is summarised. Initial results in the areas of offence rates, attitudes and crashes are presented. The paper also identifies differences between the Queensland program when compared to experience elsewhere and how those factors may have contributed to the positive early results. By any objective measure, speed cameras have been extremely well received by a traditionally conservative Queensland public. The paper argues that despite the ground breaking work by other states, their relatively smooth introduction to Queensland can be attributed to the manner of policy development and implementation. The paper concludes that a consultative policy development and implementation process in combination with 'best practice' policy can achieve outstanding success for public policy programs.
