A Text Localization Algorithm Based on Texture Energy for JPEG Images

A new method to localize artificial texts in JPEG images was presented. The candidate text regions are detected directly in DCT domain using the texture energy of each DCT block. And then the connectivity and shape characteristic of text regions are used to localize exact text regions. The experimental results show that this approach is fast and effective in localizing artificial text regions.
