Open standards in electronic governance: promises and pitfalls

In this paper, we describe an E-policy tutorial focusing on open standards. The tutorial considers several issues related to open standards including the development process for an open standard, benefits of open standards, government policies on open standards, and interoperability among different implementations of an open standard.
