The entry outlines the key components of M&E in ICT4D, covering definitions, building blocks, methods, tools, and key stakeholders. It then focuses on the wider context of M&E, tracking its progress and the current emphases on a theory of change and value for money. It also engages with the practical why and how of M&E of ICT4D, concluding by identifying ten important issues for consideration when adopting an holistic approach to M&E at the center of ICTD.
