USER CHARGES AND COST RECOVERY: THE STATE OF IDAHO/AMERICAN TRUCKING ASSOCIATION CASE

This paper discusses the litigation outcome of a case between the State of Idaho and the American Trucking Association regarding Idaho's weight distance truck user fee system. A study contracted by the Idaho Transportation Department to the National Institute of Advanced Transportation at the University of Idaho to analyze a replacement system based on a registration fee structure is discussed. Economic efficiency and equity issues are addressed. The study is in the first year of a 3-year time frame. The authors hope to stimulate discussion and explore with other researchers their experience with similar issues.
