The invention relates to a method for controlling automatic starting and automatic stopping of wind turbine generators by using a wind power plant with minimum hourage deviation, and belongs to the technical field of running and controlling on a new energy connected electrical power system. According to a principle of fair-share scheduling, when control requirements can be met by continuously adjusting the active power of the grid-connected wind turbine generators, a starting and stopping mode is not used; if the wind turbine generators are required to be started, the wind turbine generators with low hourage are started; and if the wind turbine generators are required to be stopped, the wind turbine generators with high hourage are stopped preferentially. Starting and stopping of the wind turbine generators are controlled in a hourage sequencing mode; a phenomenon that a wind turbine generator is started and stopped frequently can be effectively avoided; and the service lives of the wind turbine generators are prolonged. The method can be used for substation systems running in the wind power plant, and the active power of the substation systems is automatically controlled, so that a suitable control strategy is implemented according to wind power generation running states and running states of the wind turbine generators; control instructions which are issued by a master scheduling station can be accurately traced; and the wind turbine generators can be scheduled fairly.
