A bluetooth module, a miniature vibrator and an audio player are embedded in an instrument panel, the instrument panel also comprises a heart rate meter and an oximeter, the heart rate meter and the oximeter both adopt a time-sharing multiplexing manner in the same structure and are arranged on the contact surface of the back of the instrument panel and skin, and the structure comprises two LED lamps and a photosensitive element which are arranged at a skin contact part; in a blood oxygen detecting module, the two LED lamps output a light beam with a fixed wave length, and the photosensitive element collects light which is subjected to diffuse reflection through skin, tissue and blood and converts light intensity which represents a blood oxygen saturability value into an electrical signal; in a heart rate detecting module, the two LED lamps give out light, the photosensitive element receives the reflected light, and a counter of a DSP(Digital Signal Processor) counts the frequency of the electrical signal which is output from the photosensitive element to obtain a heart rate value.
