Effectiveness of the 2000–2006 National Road Traffic Safety Programme Implementation in Latvia

The Road Traffic Safety Program is one the most important national level documents in Latvia, setting the main goals for road traffic safety efforts. The First National Road Traffic Safety Program in Latvia was adopted by the Cabinet of Ministers in 2000. This paper analyzes results of the program's implementation during 2000–2005 and gives a detailed look at the most effective measures under Latvian circumstances. The cost-benefit ratio of the Program implementation is good; about 1,7. However, it must be mentioned that financing the Program was carried out by only 63% of stakeholders and defined goals are only partly met.
