This paper presents the development of a model for a public-sector owner to select appropriate members for a design/build team. The Design/Build Prequalification System (DBPS) represents the initial stages of prequalification that an owner should employ once a management decision to deliver a project using design/build delivery has been made. It allows an owner’s representative to review and determine appropriate prequalification criteria for use in evaluating outside players for the project team. It then allows that representative to maintain a consistent evaluation process during prequalification. Several key issues have been developed from current literature and refined through a review of a public-sector owner’s selection procedures. Lessons learned from a current case study were used to define critical issues for a prospective public owner intending to create a DBPS. The DBPS model is presented followed by a discussion of current implementation in the public sector. This discussion of implementation includes guidelines for use of the DBPS by industry professionals and current testing.
