The buoy (a kind of aids to navigation mark) is an important composing part of the transportation safe guarantee system at sea. For the safety of sail, it is very important that the sea buoys are insured accurate position and working normally, so they should be controlled and managed effectively. In this paper, a buoy monitoring system based on GPS and modern wireless communication technique is showed. There are two key problems: one is the accurate positioning, the other is how to judge whether the buoy is bumped or not. The GPS is used to solve these problems. We analyze the principle and deduce homologous arithmetic according to the data measured in fact and the equipment norm of sail mark. For the purpose of improving the positioning accuracy, firstly some simple ways that can be used in low cost equipment are introduced; the DGPS technology is also used. The GPRS wireless communication is used to transfer the difference correct parameters. Applying in practice show that the monitoring system can satisfy for the need of the management of the sea buoy, has a good ratio of performance and price, and is being popularized application.
