Employing system of systems engineering in China's emergency management

This paper introduces the concept of system of systems and attempts to apply it to China's emergency management. Based on the characteristics of system of systems, we provide some principles and concerns for the design of Emergency Management System of Systems (EMSoS) in China. Two figures representing EMSoS structure are presented to illustrate the design of location for emergency resource distribution center, synergism of resources in the operation of EMSoS. We conclude this paper by suggesting some possible problems and challenges in the design of EMSoS in China.
