In spite of the advanced level of development of highway maintenance management systems (mms), implementation on a sustainable institutional basis has not occurred. It is recommended, therefore, that instead of the oft-employed strategy of imposing state-of-the-art mms in a top-down, quick-fix, holistic process, these systems should rather be used to guide the intended beneficiary through an evolutionary bottom-up protracted incremental process. By this approach, the institution would start with documentation of the rudimentary system already in place, and thereafter work step-by-step towards the ultimate goal of a full-scale mms. In the process, the appropriate training and infrastructural requirements would be defined, as a system uniquely adapted to the environment, and uniquely responsive to the dictates of any needed improvements, develops.
