The electronic competitive-bidding system comprises a bidding plan generating module, a purchasing information generating module, a purchasing evaluating module and a contract signing module, wherein the bidding plane generating module is used for typing in a bidding plan, uploading a bidding document, setting a standard of bid evaluation and transmitting the bidding document to a database so as to store the bidding document; the purchasing information generating module is used for selecting and downloading the biding document, typing in purchasing information and uploading the purchasing information to a server; the purchasing evaluating module is used for checking the purchasing information, acquiring an evaluating result after the purchasing information is evaluated according to the preset standard of bid evaluation, displaying an evaluating result and generating a purchasing contract document; and the contract signing module is used for receiving the purchasing contract document, signing a purchasing contract and uploading the purchasing contract to the server.
