Optimal access control of simple integrated networks with incomplete observations

In integrated networks with voice call and data traffic, the optimal access policy is considered. Under incomplete observations, the switching type policy is shown to be optimal which minimizes delay of data and probability of blocking calls. And furthermore the probability distribution of voice traffic is a sufficient statistic for the optimal policy. Thus the separation principle holds for the latter case.
