Estimación de las necesidades de gasto de las Comunidades Autónomas: metodología y aplicación práctica

RESUMEN: En el trabajo se presenta una propuesta metodológica de estimación de las necesidades de gasto de las CCAA. El procedimiento propuesto combina la utilización de un presupuesto de gasto estándar, indicadores simples de utilización de servicios, y técnicas de regresión. A lo largo del trabajo se concede una importancia especial a la justificación teórica y práctica del uso de las técnicas de regresión. Se describe las características concretas de la estimación de un sistema de demanda realizado para 21 categorías de gasto con datos de 1994, y como a partir de los resultados obtenidos se construye el indice de necesidades de gasto. Finalmente, se muestran los resultados obtenidos para algunas de las categorías de gasto servicios sociales, y empleo.
