Model for compensation standards of service value of hydropower projects

During their operation after completion,the hydropower projects require compensation owing to their service value,but it is very difficult to establish objective and feasible compensation standards.A model for the compensation standards of service value of hydropower projects is proposed.The model consists of two main parameters: compensation base and compensation coefficient.The former is determined by the variation of service value of hydropower projects.The latter which takes into account of the compensation ability and the compensation willingness is determined by the development index of the beneficiaries.The Vague set similarity metric formula is used according to the calculation of development index of the beneficiaries.By taking Zipingpu Reservoir in the upstream of Minjiang River and the beneficiary of Chengdu City as the background,the proposed model is applied and analyzed.The results show that the model can reflect the service value of hydropower projects and consider the compensation ability and willingness of the compensation subject.The obtained compensation standards are objective and feasible.
