The purpose of this conference resource paper is to establish a point of departure for the conference discussion on multimodal transportation planning. Because of the few examples of such planning in the United States, the paper necessarily focusses on background and on normative perspectives of what multimodal planning should be. Given that any planning process should be structured to reflect local institutional and political characteristics, this paper does not offer an approach to multimodal planning. Instead, it explores the characteristics of such planning and begins the discussion of how we develop and use a multimodal perspective in planning and decision making.
