Defining the Project: Utilizing a Project Definition Report (PDR) to Simplify the Planning Process

The paper describes how the development of a Project Definition Report (PDR) at almost any point of the project development and environmental process can simplify future stages by identifying critical project elements and receiving Third Party approvals on these elements. This paper discusses when it may be appropriate to utilize a PDR, how to prepare a successful document, and lessons learned by the authors, using the Metro Gold Line Light Rail Transit Foothill Extension in Los Angeles, California, as a case study.
