BENCHMARKING IN TRANSPORT

The paper considers the application of benchmarking to the transport sector and to a transport system as a whole. It identifies the relationship between the process of formulating transport policy and the setting of goals and targets such that the implementation of transport policy can be managed effectively. Examples are given of the application of benchmarking to transport policy assessment at both at European Union and a national level. The paper concludes by considering the implications of the benchmarking of the transport policy process for the development of pan-European transport systems and the application of the Common Transport Policy to Central and Eastern European countries.
