The method comprises the following steps: forming a group of hydraulic fracturing holes between every two rows of extraction holes, wherein the extraction holes are taken as control holes, and are uniformly formed around the hydraulic fracturing holes; effectively sealing the hydraulic fracturing holes and the control holes respectively; after hole sealing, injecting water into the hydraulic fracturing holes through a water injection pump to perform fracturing; observing the water pressure change of the water injection pump; when the pressure drops suddenly or water comes out from the control holes, closing a pressure relief valve and ending a fracturing procedure; after the end of fracturing, connecting an extraction pipeline to perform extraction. The method has the beneficial effects that the permeability-increasing direction of a coal bed is controlled in an oriented way during hydraulic fracturing of a low-permeability coal bed, the pressure relief range of the coal bed is effectively expanded, the equipment requirement on the hydraulic fracturing water injection pump is lowered, and the aim of rapidly eliminating outburst is fulfilled by effectively using extraction drill holes of the coal bed.
