NATIONELL EMISSIONSSTATISTIK FOER VAEGTRAFIKSEKTORN - OEKAD KVALITET, TROVAERDIGHET OCH KONSENSUS: FOERSTUDIE

The aim of the study presented was to identify possible ways to improve the quality and the consensus of the Swedish national emission statistics for the road transport sector. The statistics could then be used for several purposes including reporting to international bodies such as the UNFCCC and CLRTAP. An action plan is presented. The work may result in a platform for the future work process to compile the national emission statistics. This in turn will improve the quality and credibility of the statistics. Present model in use (the EMV model) is presented regarding input data, sensitivity analysis, maintenance and procedures for updating the model. The model is evaluated with international guiding principles as a background. The statistical model used in EU and the EU financed research and activities in progress are also presented. The pros and cons for the independent measurement and verification methods are discussed. This document is available on the Internet: http://www.ivl.se/rapporter/pdf/B1537.pdf
