The systematic programming of the telecommunication network is a prerequisite for reliable quality of telecommunication. How to place the repeater on different areas is particularly an essential procedure for optimizing the planning of the network. Based on the cellular system, this article proposes a model contributing to the minimum number of repeaters both on mountainous and flat circular areas, respectively with employing the mathematical programming methods. On the flat area, the goal proggraming model is established on the basis of service coverage quality, coverage intensity, signal interference and regional area into consideration, which can as well deal with the situation where the population increases practically with the cell splitting (CS) technique to ensure the optimum number of repeater. On the mountainous area, the concept of Fresnel zone is employed by the model to confine the diffraction loss, the model also illuminates the optimum effort to place the repeaters with the GIS technique. We concluded that the models on flat and mountainous area are feasible to the actual conditions, conducive to the planning of the repeater network.
