The use of continuous approval methods in defence acquisition projects

Abstract Presently, large-scale projects are managed based on reviewing deliverables at milestones. This methodology can lead to major time delays due to extended reviews. As an alternative, continuous approval methods can eliminate or minimize much extra time and cost. Enterprise modeling was used to study the effects of implementing continuous approval methods. Projects for the acquisition of defence systems were simulated. Results showed that procedures based on continuous approvals significantly reduce the amount of effort needed to execute a project, but still allow managers to review progress.
