This paper discusses a utility model that describes the free speed choice of drivers; and free speed is defined as the speeds at which vehicles are driven when the drivers are not influenced by other vehicles. The paper looks at several methods to estimate the free speed distribution and works out the method based on censored observations. The method has been evaluated by using two types of simulation models and has been applied to data from high volume two-lane rural roads.
