Children's Pastoral in Brazilian Public Health --The Legacy of Dr. Zilda Arns

With the purpose to analyze the impact of organizational practices of Children’s Pastoral (CHP) in children public health in Brazil, a survey of their actions between 1982 and 2010, and an evaluation of their decisions and actions in the context of family and community health were performed, in the light of the environmental pressures that have occurred. The approach of this paper was qualitative and the research strategy was a case study, in a transversal perspective in 2010. The data were collected by means of documental research and interviews with key actors, and analyzed by means of content analysis. It was verified that the practices were developed over time and were altered continuously in a recursive process, leading CHP to act in children public health in various ways according to each historical moment. Their environment undergoes constant external pressures, limiting the ability to change. Such pressures sometimes delegitimize their practices, sometimes legitimate them. Most of their results, which emerged from humble initiatives, mark the legacy of the agency capacity of Dr. Zilda Arns.
