The invention discloses a zoom dormancy method and apparatus for a micro base station in a cellular network. The method comprises: a network side device determining a ratio v[m] of the service rate of a hot spot area per unit area to the service rate of a non-hot spot area per unit area, and determining a ratio gamma[m] of the area of the hot spot area to the area of the non-hot spot area; and the network side device determining zoom dormancy strategy of the micro base station in a heterogeneous network by use of the v[m] and the gamma[m], wherein the zoom dormancy strategy of the micro base station is specifically as follows: the micro base station performs dormancy, or the coverage of the micro base station remains unchanged, or the coverage of the micro base station is enlarged, or the coverage of the micro base station is reduced. According to the embodiments of the invention, the resource utilization rate of power and frequency spectrum in the heterogeneous network are improved, at the same time, the service transmission demands of hot spot area users and non-hot spot area users are satisfied, the service quality of the hot spot area users and the non-hot spot area users are effectively ensured, and the system transmission energy efficiency and the system throughput are remarkably enhanced.
