Benchmarking and measuring digital government: lessons from the EU experience

This panel presents the lessons from 5 years of experience in benchmarking and measuring digital government as a public policy within the context of the European Union. The panel will involve researchers and consultants who have been working for the European Commission in this area. Within the context of the Lisbon strategy, benchmarking digital government and other policy areas have evolved from a management technique into a regulatory instrument. The challenges and solutions of benchmarking and measuring digital government services across 25 different countries are discussed and lessons learnt are presented that can be of interest to a North American audience.
