With an international consortium led by Repsol poised to launch a deepwater exploration program off Cuba's northwestern coast in 2011, many in the US fear the Caribbean nation is ill-prepared to handle a major spill - and that the 48-year-old US trade embargo will squeeze American companies out of the action, should offshore fields prove commercial.
