Graduated Licensing in Norway: Estimated Effect on Crash Involvement

This Norwegian report looks at how implementing graduated licensing could effect crash rates for automobile drivers and moped and motorcycle riders. Estimations of crash involvement were calculated based on assumed restrictions and a level of compliance with these restrictions. Restrictions assumed include: a night driving curfew, passenger restrictions, and a ban on telephone use. In addition, 100 hours of accompanied driving would be required before solo driving. Estimates were calculated based on two starting age limits, 17 and 17 1/2 years and show that crash reductions are possible.
