PURPOSE: A cooling and air conditioning system for an ice rink using deep ocean water is provided to reduce energy used for cooling and to continuously supply heat by using deep ocean water as a heating source. CONSTITUTION: A cooling and air conditioning system for an ice rink using deep ocean water comprises a refrigerant line for cooling(12), a cooling line(11), a direct cooling line(3), a heat pump cooling line(4), a cold water inflow line(5), a first cold water circulation line(6), a second cold water circulation line(7), and a cold water supply line(8). A compressor for cooling(121), a condenser for cooling(122), an expansion valve for cooling(123), an ice rink cooling pipe(124) are successively connected to the refrigerant line for cooling and a valve(111) opened when the ice rink is cooled is installed in the cooling line so that the cooling line is connected to the condenser for cooling. Deep ocean water pumped by a pump(2) installed in a intake pipe(1) is supplied to the direct cooling line. Mixed air of returned air(13) used for cooling and outdoor air(14) and cold water heat exchanged in a heat exchanger for cooling flow into the cold water inflow line and a circulation pump(51) is installed in the cold water inflow line. Cold water flows into the first cold water circulation line from the cold water inflow line.
