Realization of variable coding rate technique for distant video monitoring based on H.261

In this paper, a distant video monitoring system based on H.261 recommendation is presented. The system employs the technique of automatically adjusting the coding rate according to the image data quantity. Using this new variable coding rate technique,the video signal is coded and compressed, and transferred through a optical fiber to control center for monitoring and decording. Experiments show that the system works stably and has a good effect of monitoring.
