Basedontheessence ofself-organized criticality andoptimal powerflow(OPF), this paper develops amodel tocapture thecascading failures andblackouts inpowersystems, whichavoids someshortcomings ofexistent blackout models. Theproposed modelcontains twodynamics, oneisthefast dynamics whichsimulates theserial blackouts in powersystem, andtheother istheslowdynamics which reflects thegrowth ofthepowersystem. Simulations inIEEE-30 bussystem withtheproposed modelshowthat, theprocessing ofthecascading andblackout canbecaptured bythefast dynamics, together withtheself-organized criticality property offast dynamic respect tothemicro-scale. Besides, the macro-scale ofself-organized criticality ofpowersystem canberevealed fromtheviewpoint oftotal load demand vs.the total network transfer capability. Furthermore, improving thetransmission ability ofnetwork could effectively prevent blackout andreduce its risk.
