Fairness Research of Agricultural Carbon Emissions between Provincial Regions in China

The total agricultural carbon emissions as well as agricultural carbon uptake of China's 31 provinces in 2010 were comprehensively estimated in this study,and on this basis,a model was built to evaluate the fairness of agricultural carbon emissions. Then with the introduction of the Gini coefficient into the model,the fairness and difference of provincial regions were researched based on two aspects,namely eco-carrying capacity and agricultural economic contribution. The results showed that: ①Jilin's eco-carrying capacity of agricultural carbon emissions was the strongest,Heilongjiang and Guangxi ranked the second and third; Tibet,Qinghai and Fujian were located in national final three. As for the economic contribution capacity of agricultural carbon emissions,Beijing was the highest,Liaoning and Shandong ranked the second and third; the three lowest provinces were Tibet,Qinghai and Guizhou. ② In 2010,the Gini coefficient of China's agricultural carbon emission ecological pressure model was 0. 215 2,in the‘relative fair'state. And the Gini coefficient of economic efficiency model was 0. 182 8,in the‘high fair'state. ③ Based on the numerical difference in the coefficients of eco-carrying capacity and economic contribution,China's 31 provincial regions were divided into four categories. Eight provinces including Tianjin belonged to the ‘high-high'type. Heilongjiang and other 3 provinces belonged to the ‘high-low' type,which means high eco-carrying capacity but low economic contribution. Seven provinces including Beijing belonged to the‘lowhigh'type,which means low ecological capacity but high agricultural economic contribution. Thirteen provinces including Inner Mongolia belonged to the‘low-low'type.
