Abstract Application of low-cost control and monitoring means for boiler aggregates of district heating plants is considered. They allow to increase significantly efficiency of such plants. Methods for estimation of information characterizing controlled object (boiler aggregate) state vector are suggested. They take into account random character of processes taking place during thermal energy consumption. These methods provide accuracy improvement of known and designed low-cost control and monitoring means of the object (boiler aggregate) under control. Received correct data about functioning of the controlled and monitored object are used under the realization according to the class "situation - control strategy - action". These data take into consideration random character of processes in the steam boiler aggregate. Automation of boiler aggregates at the district heating plant "Severnaya" (Murmansk, Kolslkiy peninsula, Russia) serves as an example of real efficiency of the suggested methods realized on their base low-cost means for monitoring and distributed control.
